FY 2023-24 State Budget Finally Passes: What This Means for You

The Legislature finally voted on and passed the State Budget in its entirely last night after voting on all health-related provisions earlier Monday. The vote in both Houses was largely along party lines (Assembly, 100-49; Senate, 41-21).

What does this mean for assisted living? NYSHFA|NYSCAL advocated heavily on your behalf for an increase to the Medicaid reimbursement rate. ALPs will receive 6.5%, subject to federal financial participation.

NYSCAL members, alongside our team, also lobbied for a two-year delay for the mandated reporting of quality measures to DOH, alongside other provisions related to surveillance and accreditation. After hearing from our members, NYSCAL felt that more immediate reporting and the lack of stakeholder engagement in the development of measures and the reporting process was not in the best interest of our industry. All provisions were struck from the final State Budget.
