DOH Monthly Briefing – November 2022

DOH held its Monthly Briefing earlier today. The following summarizes the topics discussed:

7/1/22 Rates – The 7/1/22 Medicaid rates are still under Executive Review. DOH did not indicate a release date.

2023 Capital Attestation – DOH reminded providers that the 1/1/23 Capital Attestations are due by Wednesday, November 30, 2022. Last week’s informational Webex is now posted on the DOH website and will soon be posted to the HCS. Also, the 5% capital rate reduction will be now applied directly to the 1/1/23 capital rate (vs. a negative rate adjustment on the “miscellaneous line” of the Medicaid rate sheet).

Healthcare Workers Bonus (HWB) – The HWB was launched on 8/3/22. The FAQs were last updated on 11/1/22 (see attached notice). Members can access the portal through 11/30/22 for both vesting period 1 and 2 submissions. DOH also clarified that the HWB is not subject to the Cash Receipts Assessment. DOH rate-setting is not directly involved in the HWB processing and recommended all provider questions be referred to the call center or web address on the HWB webpage.

2021 CRA Reconciliation – DOH has begun work on the 2021/22 Cash Receipts Assessment (CRA) reconciliation. More information will follow.

ALP – 10/1/22 Rates – The ALP Homecare Aide wage increase will be processed in Medicaid cycle #2360 (check release 11/30/22). The DAL is attached with further information. The 1/1/22 and 1/1/23 ALP minimum wage surveys will be issued in the next few weeks.
