NYS Budget Deadline Comes & Goes

The April 1 State Budget constitutional deadline has come and gone with no sign of a fully negotiated and ready-to-be-passed deal just yet. The Legislature passed a budget extender bill on Tuesday that expires next week. Budget extenders are a common mechanism utilized when the deadline is looming so that the State can remain open and its workforce can continue receiving their paychecks. Typically, these extender bills last for a week to keep the pressure on to get a budget finalized expeditiously. Last year’s budget was signed by the Governor on May 1.

What does this mean for you? It means that NYSHFA’s advocacy priorities that directly impact your operations (Medicaid, capital cut restoration) have yet to be determined for SFY 2026-27. Currently, non-healthcare related issues are prolonging negotiations between the Governor and legislative leaders (including climate issues and auto-insurance rates). NYSHFA continues to meet regularly with legislators and key policymakers on the importance of increasing Medicaid funding for skilled nursing facilities and have been making the rounds in the media to advocate on your behalf. Anything can happen in these next few weeks and NYSHFA will keep you up to date on all relevant State budget news.
