DOH Issues 2% QP Penalty

DOH has released a DAL regarding implementation of the 2% Quality Pool (QP) Penalty, which was processed in Medicaid cycle #2310 (check release date 12/15/21). The penalty is retroactive to the 1/1/21 rates. The facility specific 2% penalty is also posted to the January and July 2021 Benchmark rates on the DOH website.

Please see the attached DAL which contains information regarding the implementation of the Nursing Home Quality Pool (NHQP) and the 2% supplemental payments. The corresponding rate sheets have been posted to the Health Care Financial Data Gateway at the following locations: Publications – Nursing Homes – NH Rate Sheets – 2021 2% Penalty January Rate Sheets & 2021 2% Penalty July Rate Sheets.

Additionally, please note that the rate sheets for facilities currently receiving residual equity reimbursement are posted in the same location.
