DOH Updates January and April 2020 Rates

Medicaid Rates

DOH has updated both the 1/1/20 and 4/2/2020 Medicaid rates. As outlined in the attached DAL, the 1/1/20 rates are updated to reflect the July 2019 MDS collection, the 2020 minimum wage add-on and the 2% QP penalty (if affected). The 4/2/20 rates update the initial 1/1/20 capital rate, eliminates the residual equity payment (if affected) and contains the 5% reduction to the capital component, which was enacted in the 2020/21 Executive Budget. Payments for both rate packages will be in upcoming Medicaid cycle #2268 (check release date 2/24/21).

Benchmark Rates

DOH has also updated the Benchmark rates reflecting the 1/1/20 and 4/2/20 rate package release. Attached are the January 2020 and April 2020 respective DAL’s sent to the health plans, which provide the DOH weblink containing the facility-specific Benchmark rates.
