NYSCAL Submits Recommendations on HCBS, Transitional Adult Homes
NYSCAL recently submitted comments through the EXPRESS NY online portal addressing a critical misalignment between federal and State Home and Community-Based Services (HCBS) regulations. Specifically, NYSCAL recommended that the State streamline old DOH regulations to eliminate duplicative and unnecessary resident assessments and documentation requirements. On the transitional adult home (TAH) issue, NYSCAL recommended that DOH process data collected on facilities with this designation and update its list for accuracy reasons. A TAH is defined as an adult home with a certified capacity of 80 beds or more in which 25% or more of the resident population are persons with serious mental illness. This public list has not been updated since 2024, leaving facilities on the list that shouldn’t be, creating unnecessary data collection processes at the facility level.
Members are strongly encouraged to submit their own comments through the EXPRESS NY portal before the April 3 deadline, reinforcing the concerns NYSCAL has raised on the sector’s behalf.
