SNALR Voucher Program Requirements

In a previous e-mail to members, it was announced that effective April 1, 2023,  DOH is requiring SNALRs using the voucher demonstration program to submit monthly rosters through the HERDS and is required to be completed by the first Monday of each month.

The Department has provided their PowerPoint presentation which can be accessed here. Step-by-step instructions on how to submit your roster is below.

  1. Sign into the Health Commerce System.
  2. Type HERDS in the search bar at the top left.
  3. Click on HERDS for Hospitals.
  4. On the left far side of the screen, click on Data Entry.
  5. Under “Please Select Activity,” scroll until you see the SNALR Voucher Roster and click on it.
  6. Under “Please Select Organization,” scroll down until your see your facility and click.
  7. Answer all questions for each resident and at the end press Submit.
  8. The following months will be automatically populated with the names you have previously entered.  Please note that you are required to notify the Department at ALTCteam@health.ny.gov when a resident who is on the voucher program exceeds the retention standards or leaves the facility for any reason. You still need to press “Edit” and follow the prompts about how long the resident was in the facility, etc.
