NYS Budget Talks Drag On – Second Extender Pushes Deadline to April 14

Two weeks past the constitutional deadline, New York still doesn’t have a budget. The Legislature has approved another short-term extender – this one running through April 14 – to keep State operations funded and employees paid while negotiations continue. For context, last year’s budget wasn’t finalized until May 1, so extended timelines are not unusual.

For skilled nursing facilities, the continued uncertainty means key NYSHFA priorities such as Medicaid rate relief and capital reimbursement remain unresolved heading into FY 2027. Facility-level budget planning is effectively on hold. Meanwhile, non-healthcare policy discussions between the Governor and legislative leaders continue to consume the space at the negotiating table.

These situations are fluid. NYSHFA is closely monitoring all developments and will communicate any movement that affects our members as soon as it happens.
