DOH: Health Commerce System (HCS) Paperless Account Requests improvements continue!

As part of our continuing effort to improve and streamline access to Health Commerce System (HCS), we’re pleased to announce some major improvements for HCS Paperless Account Requests.

Last year we brought you paperless processes to create HCS user accounts, removing the need for paper forms and streamlining the process.

On the evening of 2/23/2023 we will bring you improved, paperless processes to create HCS Coordinator and Security Coordinator accounts.

Existing Directors and Coordinators will only be able to add new HCS Coordinator and Security Coordinator accounts using our paperless process. This has many benefits, including increased efficiency, reduced costs, being eco-friendly and most importantly, allowing new users to get their HCS accounts much faster. For example, the average wait time for new user accounts for out of state users will go from 7 days to only 5 minutes.

Attached is a quick guide of the new paperless process for your reference.

As a friendly reminder, paper documents remain in effect for Director accounts, and they will still need notarized signatures. This process has not changed yet and only account for a small number of HCS account transactions but it will also go paperless in the future.

Here’s a summary of how HCS accounts can be created after our 2/23/2023 changes.

HCS User Type: User
Description: Person who has basic access to the HCS.
Account Creation Process: Paperless, no notarized signatures required.

HCS User Type: Coordinator
Description: Person who has the responsibility and authority to request and manage HCS accounts and manage roles in the Communications Directory.
Account Creation Process: Paperless, no notarized signatures required.

HCS User Type: Security Coordinator
Description: Person who manages and maintains the Automated File Transfer (AFT) account user IDs and passwords.
Account Creation Process: Paperless, no notarized signatures required.

HCS User Type: Director
Description: Person with the highest level of account. They are usually the owner, CEO or CFO.
Account Creation Process: Paper forms with notarized signatures
