NYSHFA’s Stephen Hanse, Esq. Testifies Before NYS Legislature

During Tuesday’s joint legislative FY 2024-25 Health Budget Hearing, NYSHFA|NYSCAL President & CEO, Stephen Hanse, Esq., made a passionate plea to the Legislature to infuse the Governor’s proposed budget with a Medicaid funding commitment for skilled nursing homes and assisted living programs. There is looming concern that further budget cuts will dramatically affect New York’s already over-burdened and under-funded long-term care facilities.

The statewide average Medicaid reimbursement rate is $275, resulting in an $11.45 per hour reimbursement rate for 24-hour skilled nursing care. This rate is well below the State’s minimum wage and has only served to exacerbate the inability of providers to compete in the labor market for essential direct care workers.
